The Environmental Scientist in the Environmental Permitting group will provide NEPA and water permitting for Engineering and Operations projects. Responsibilities include, but are not limited to:
Conducting field surveys for threatened and endangered species and wetland delineation. Preparation of U.S. Army Corps of Engineers Nationwide Permit, Preconstruction Notifications, stormwater NOIs and Stormwater Pollution Prevention Plans, NPDES permit application, water acquisition and hydrostatic discharge permit applications as well as EAs and EISs. Support permitting activities in multiple states such as Louisiana, Texas, Utah, New Mexico, and Western Region Operations. Review and identification of applicable project permits ( e.g., storm water permits, Nationwide 12 permits), and assessing permit cost and timelines. Finalize applicable permit applications (e.g., water use, hydrostatic discharges, NPDES, storm water), and coordinating permitting activities conducted by third party consultants. Coordinate archeological and threatened/endangered species reviews. Coordinate and participate in Environmental Assessments and Environmental Impact Statements for new pipeline and facilities construction projects. Negotiate permit conditions with regulatory agencies.','!*!
The successful candidate will meet the following qualifications:
Bachelor of Science in Environmental Science or Environmental Engineering or related areas. 3 years of more experience with National Environmental Policy Act and Clean Water Act (Section 404). Experience with EPA National Pollutant Discharge Elimination System (NPDES). Experience with Bureau of Land Management, Bureau of Indian Affairs, and regulatory agencies in Wyoming, Colorado, Utah, and New Mexico. Strong knowledge of pipeline systems and applicable permit requirements (e.g., storm water permits, hydrostatic discharge permits, Nationwide 12 permits). Ability to review and interpret environmental regulations. Able to follow permit guidance documents, agency guidelines, and company practices and policies. Excellent written and verbal communications skills. Possess computer skills in using Word, Excel, Adobe, and Visio.
