Under the direction of the Pathologist and Laboratory Manager, performs a variety of standardized chemical, microscopic and bacteriological tests for examination, obtaining data for use in the diagnosis and treatment of diseases and orients new employees.
The higher levels also perform technical analyses within the clinical laboratory; are responsible for one of the specialty areas of analyses (Chemistry, Hematology, Bacteriology, Blood Bank); supervise on the p.m. shift; and perform related duties as required.
The Per Diem Pool (PDP) classifications are distinguished from the Regular classifications in that the incumbents in these classifications receive limited benefits. They will receive shift differential, standby and callback premium pay and will participate in the Ventura County Employees' Retirement Association if they are assigned a biweekly work schedule of 64 hours or more. Incumbents hired into these positions are not guaranteed any specific number of work hours per biweekly pay period, and management has the authority to relieve them from duty when there is insufficient work.
APPROXIMATE SALARY:
Clinical Laboratory Scientist I: $20.75 - $29.03 per hour
Clinical Laboratory Scientist II: $24.50- $34.39 per hour
Clinical Laboratory Scientist III: $26.01 - $36.48 per hour
Clinical Laboratory Scientist Per Diem Pool I: $28.00 per hour
Clinical Laboratory Scientist Per Diem Pool II: $32.31 per hour
Clinical Laboratory Scientist Per Diem Pool III: $35.30 per hour
Clinical Laboratory Scientist Per Diem Pool IV: $38.83 per hour
Upon recommendation of the Director-Health Care Agency, the Director-Human Resources may approve a market-based premium pay of up to $15.00 per hour for Regular Clinical Laboratory Scientist incumbents. Clinical Laboratory Scientist PDP I/II/III/IV incumbents are not
eligible for the market-based premium pay.
EDUCATIONAL INCENTIVE:
Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate’s, Bachelor’s, or Master’s degree not required by the classification.
BILINGUAL INCENTIVE:
Some positions may be eligible for bilingual incentive depending on the applicable memorandum of agreement and the needs of the department. In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency examination with a score of seventy percent (70%) or higher.
AGENCY/DEPARTMENT:
Health Care Agency – Ventura County Medical Center & Santa Paula Hospital
Clinical Laboratory Specialist I/II/III and Per Diem Pool I/II/III/IV are represented by the Service Employees' International Union (SEIU) and are eligible for overtime compensation.
NOTE: These classifications are within a bargaining unit that is subject to an agency shop arrangement which mandates all Regular employees either join Local 721 of SEIU and pay dues as a member OR either pay a service fee to Local 721 or direct that an amount equivalent to the service fee be distributed to a qualified charitable organization. Per Diem Pool employees shall be required to pay union representational service fees at the rate of 1/80th of the normal union fees for each hour compensated in a pay period, not to exceed eighty (80) hours.
The eligible list established from this recruitment may be used to fill current and future Regular, Temporary, Fixed-Term, Intermittent, Per Diem Pool, and Extra-Help vacancies within the Health Care Agency. There are currently one (1) Regular vacancy and (1) Per Diem Pool vacancy.
NOTE: If appointed at a lower level, incumbent may be promoted to higher levels without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Examples Of Duties:
Duties may include but are not limited to the following:
Performs a variety of tests in any or all of the fields of medical technology;
Completes technical tests and reports in serology, blood bank, microbiology, hematology, chemistry, special chemistry, and urinalysis;
Performs venipuncture as required;
Assists in maintaining the laboratory and equipment in a clean and orderly condition;
Maintains basic records and operates the numerous pieces of electronic equipment; and
Performs other related duties as required.
Duties for the higher levels may also include but are not limited to the following:
Maintains supplies for specialty area;
Evaluates new and/or improved test methodologies and updated procedures;
Records and updates quality control data;
Performs and documents necessary preventative maintenance on all equipment;
Tabulates and compiles data for monthly workload recording;
Supervises work flow, evaluates test results, and spot checks for clerical errors;
Orients and instructs new technologists and lab aides;
Maintains department and keeps equipment in a clean and orderly condition;
Prepares analytical reports as required;
Performs specialized duties and responsibilities for special projects; and
Performs other related duties as required.
Typical Qualifications:
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, and EXPERIENCE
Clinical Laboratory Scientist I & CLS PDP I
No experience required.
Clinical Laboratory Scientist II & CLS PDP II
One (1) year of recent experience as a Clinical Laboratory Scientist.
Clinical Laboratory Scientist III & CLS PDP III
Four (4) years of recent diverse clinical technical laboratory analysis experience under a qualified director.
Clinical Laboratory Scientist PDP IV
Five (5) years of recent diverse clinical technical laboratory analysis experience under a qualified director.
NECESSARY SPECIAL REQUIREMENT (All Levels)
Possession of a valid Clinical Laboratory Scientist, Clinical Chemistry Scientist, Clinical Microbiologist, Clinical Immunohematologist Scientist, or Clinical Hematologist Scientist license issued by the State of California Department of Health Services.

WRITTEN EXAMINATION - 100%:
A job-related written examination will be administered to test candidates' knowledge of Hematology/Coagulation/Urinalysis, Blood Bank and Microbiology. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
Candidates successfully completing the examination process may be placed on an eligible list for a period of six (6) months.
BACKGROUND INVESTIGATION:
Applicants may be subjected to a thorough background investigation which may include inquiry into past employment, education, criminal background information, and driving record. For those classifications that are subject to Department of Transportation drug and alcohol testing regulations, incumbents will be tested prior to driving a commercial vehicle and may be randomly tested thereafter.
