Job Announcement
Implements Stormwater Management’s programs to inspect industrial and commercial facilities and to identify and eliminate illicit discharges and improper disposal (IDID) to Fairfax County’s storm drainage system and surface waters in compliance with pertinent federal, state, and county stormwater regulations and procedures. Responds to public inquires and requests to investigate and resolve incidents related to surface water pollution. Conducts required water quality sampling and analysis. Collects information during field visits and site investigations. Interprets site plans, building plans, topographic maps, and construction drawings as needed to support investigations. Per program guidelines, inspects outdoor business operations and activities having the potential to contribute pollutants to the stormwater system and surface waters. Enforces Fairfax County’s Stormwater Management Ordinance as it relates to prohibiting IDID. Applies effective communication and negotiation skills when working with property owners and other responsible parties to expeditiously resolve deficiencies and code violations. Develops public outreach and educational products. Conducts activities and shares information appropriate for a variety of audiences including private property owners, business entities, institutions, and governmental entities. Provides input and technical support to the Section Chief with research, protocol development, inter-agency coordination, and regulatory compliance analyses. Performs highly technical data collection, management, and analysis. Assists with the development and implementation of IT tools, such as GIS applications and databases, to support program implementation, evaluation, and reporting. Coordinates compliance, enforcement, outreach, and educational activities with other governmental agencies and partners. Adheres to established safety procedures and actively promotes a culture of safety within the team environment. Participates in emergency responses, and performs other duties as assigned. Trains newer and/or junior team members on protocols, operations, equipment, and procedures.
Works under supervision of the Stormwater Pollution Inspections Section Chief (Ecologist IV position 53006409.)
Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:
(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for Any combination, experience, and training equivalent to) Graduation from an accredited college or university with a bachelor's degree in aquatic ecology, ecology, biology, botany, zoology, geography, environmental science, limnology, natural resource management, or a related field; plus five years of experience in the environmental science field at, or equivalent to, the Ecologist II level, to include experience in water quality monitoring, terrestrial ecosystem assessment and management, data analysis and reporting, bioassessments (fish, macroinvertebrates, vegetative communities, wildlife) using standard protocols, and assessments of associated habitat conditions.
CERTIFICATES AND LICENSES REQUIRED:
Possession of a valid motor vehicle driver's license.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.
This position is designated as Emergency Service Personnel. The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as-needed basis.
All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.
PREFERRED QUALIFICATIONS:
Knowledge of stormwater drainage infrastructure and stormwater management facilities. Knowledge of the pertinent federal, state, and county stormwater discharge regulations, including applicable Municipal Separate Stormwater Sewer System (MS4) permit requirements. Working knowledge of inspection methods applied in industrial and environmental assessments. Experience with development and implementation of standard operating procedures for environmental compliance programs. Experience with water quality sampling and analysis (for various physical, chemical, biological parameters) and interpretation of results. Knowledge of safety procedures for handling and testing substances. Experience using databases, statistical analysis programs, and geographic information system (GIS) software for data management, analysis, and reporting. Ability to lead teams of environmental professionals, including interdepartmental groups. Ability to effectively communicate technical information both verbally and in writing, to include preparing clear and concise technical reports and delivering public presentations. Knowledge of or experience with consultant contract administration.
PHYSICAL REQUIREMENTS:
Able to conduct field surveys that require walking long distances and carrying equipment through rough terrain including stream valleys and wetlands. Able to lift 40 pounds. Able to lift/remove/replace manhole covers with appropriate tools, such as handheld puller/hook. Able to operate a motor vehicle. Able to operate computers and mobile devices, such as phones and tablets. Able to operate water quality field instruments and test kits. Able to operate office peripheral equipment, such as printers, plotters, and scanners. Physically and mentally able to use all applicable personal protective equipment in indoor and outdoor environments including hardhat, eye protection, hearing protection, safety footwear, safety vest, gloves, waders, etc.. All duties performed with or without reasonable accommodations.
