Position Description
This position is an underfill for the Environmental Scientist manager in Carson City.
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action. Theposition is located within the Environmental Division, in Carson City. Incumbent is responsible for managing NDOT’s National Environmental Policy Act (NEPA) compliance for federal-aid projects, supervising the Division’s Biology and Socioeconomic Section’s staff, and assisting in the development, implementation and day-to-day execution of the Division’s Environmental Services Program. Function as the Department’s expert for NEPA compliance on FHWA projects. Responsibilities require the capacity to manage projects and staff independently and efficiently, exercise judgment in the analysis of complex data and the application of concepts and principles to difficult problems that impact daily operations, and may result in recommendations and the development of new policies, procedures and organizational areas or services.
Manage NDOT’s NEPA compliance for federal-aid projects; preparation of EIS and EA documents for major or complex projects; NEPA public involvement and public hearing process. Supervises professional and technical staff, and/or engineering students; direct activities of assigned staff, organize personnel, equipment and materials, and delegate assignments; evaluate the performance of employees according to established policies and work performance standards; ensure accurate and timely completion of work assignments; and provide guidance and training team members.
Build constructive working relationships characterized by a high level of acceptance, cooperation, and mutual regard. Foster positive relationships with co-workers. Environmental review and certification: Monitors discipline specific project status, and may process environmental certifications and related clearances per Department timelines.

Bachelor's degree from an accredited college or university in the physical, natural resource or life sciences, engineering or closely related field and four years of professional environmental experience which involved environmental program research and planning; OR graduation from high school or equivalent and six years of professional environmental experience as described above; OR one year of experience as an Environmental Scientist III in Nevada State service; OR an equivalent combination of education and experience as described above.
