Summary This is a Permanent Career\/Career-Conditional Full-time position. Who May Be Considered: All U.S. Citizens - No previous Federal Service is required. As the Physical Scientist you will be responsible for providing technical expertise, data and recommendations on a range of physical science areas including hydrology, geology, soil science and climate science. This position reports to the Chief of Resources and Research, and will work with people from a wide range of disciplines in three NPS units in southwest Utah and northernmost Arizona (Zion NP, Pipe Spring NM and Cedar Breaks NM). Duties will be quite diverse and will include such elements as monitoring provisions of the Zion National Park Water Rights Settlement Agreement, evaluating the impacts of proposed water rights adjustments or transfers, advising park on the best locations of new facilities such as buildings or trails, responding to water quality issues, advising Zion group managers on risk management associated with rock falls, floods and geologic hazards, evaluating the impacts to physical resources of all park projects, and providing the best available sound science in the service of park management. Support for Pipe Spring NM will be essential to address recognized impacts to groundwater and the diminished flow from the springs. Incumbent will also work with NPS and outside researchers to facilitate effective research, to apply results to park management and to evaluate impacts of research activities to the park resources. Incumbent will maintain productive working relationships with engineers and resource management staff from state agencies, local water conservancy districts, other federal agencies, Indian tribes, and other NPS offices. Travel Required 25% or less - Travel may be required to attend trainings, conferences, workshops, and\/or field visits. You may be required to obtain a government charge card for travel purposes. Requirements Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. A financial institution must be identified within 30 days of entrance on duty. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. Qualifications To qualify for this position at the GS-11 grade level, you must possess the following minimum qualifications by close of the announcement: Basic Education Requirement: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and\/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR- Combination of education and experience: education equivalent to one of the majors shown in 1. above that included at least 24 semester hours in physical science and\/or related engineering science, plus appropriate experience or additional education to total four years. - AND - Experience: In addition to the basic education requirement, in order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. Specialized Experience Requirement: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: work developing and preparing major portions of resource management plans; preparation of specific action plans; identifying research needs, preparation of proposals, and oversight of research; design, develop, test, and implement scientific monitoring protocols; developing scientifically credible protection, mitigation, and restoration projects; or developing and carrying out statistically valid data collection protocols. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and\/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, firelines, arctic environments, swamps, deserts, and forests.
